High stamp duty is choking the housing market. Yet a simple solution, supported by many including Charles Rifkind, exists with the proposal to replace stamp duty with a Sales Transaction Tax (STT). If the seller pays this duty, instead of the buyer, it will stimulate transactions and increase affordability for younger generations.
